Project Title: Research, Evaluation and Analytical Support for New York State's Highway Safety Program
Sponsor: NYS Governor’s Traffic Safety Committee

Under this project, ITSMR conducts research and evaluation studies in impaired driving, occupant protection, distracted driving, motorcycle safety, pedestrian safety and other areas of highway safety. ITSMR assists GTSC in the planning, administration, and assessment of the state’s highway safety efforts, including the preparation of the Highway Safety Strategic Plan and Annual Report, as well as applications and required reports for federal incentive grant programs. ITSMR also provides data services, analytical support, technical assistance, training and information services for state and local highway safety programs and customers. Examples of specific activities during the past year include:

Statewide observational surveys of seat belt use, cell phone use and distracted driving behaviors

Inventory of New York State's traffic safety information systems
Preparation of a New York's Strategic Plan for Traffic Records Improvements
Assistance to the NYS Department of Transportation in the preparation of a Strategic Highway Safety Plan for the state

Planning and coordination of statewide conferences on pedestrian safety and impaired driving

Preparation of Traffic Safety Data reports for each of the state's 62 counties

Project Title: Data Services for Traffic Safety
Sponsor: NYS Governor’s Traffic Safety Committee

ITSMR provides data and analytical support for New York’s highway safety program, including the extraction of motor vehicle crash, ticket and driver history data from NYS Department of Motor Vehicle's (DMV) traffic records systems for use in identifying the characteristics and scope of the state’s highway safety problems and assessing the effectiveness of programmatic and legislative initiatives to improve highway safety. At DMV’s request, ITSMR has assumed responsibility for reviewing and verifying the accuracy of the crash data entered into the Accident Information System (AIS) at DMV and for compiling standard crash tables for posting on the DMV website. ITSMR responds to ad hoc data requests received by DMV from both internal and external customers.

Project Title: Local Traffic Safety Program Support
Sponsor: NYS Governor’s Traffic Safety Committee

Each year, the GTSC awards hundreds of grants to support local highway safety programs. These local programs require various types of assistance from GTSC and other sources to ensure that they have the tools and information they need to conduct successful programs. ITSMR assists GTSC in providing various types of support, including the provision of data and training in the development and implementation of performance-based programs. ITSMR also conducts workshops and forums to inform and educate the state’s traffic safety community regarding emerging traffic safety issues. At the request of GTSC, the STOP-DWI Coordinators Association, and the Traffic Safety Boards Association, ITSMR serves as conference coordinator for New York’s annual highway safety conference.

Project Title: Analytical Support for New York State's Commercial Vehicle Safety Program
Sponsor: NYS Department of Transportation

Under this grant, ITSMR provides technical assistance and analytical support for New York’s Motor Carrier Safety Assistance Program (MCSAP). Specific activities include the extraction and analysis of data from the SAFETYNET data system housed at the Department of Transportation to 1) generate quarterly reports on the roadside inspection program for use in managing the program, 2) respond to ad hoc data requests, and 3) prepare comprehensive reports on crashes and inspections for use in monitoring the progress of the program, identifying trends and emerging issues, and assessing the success of the commercial vehicle safety program. ITSMR also conducts analyses and prepares comprehensive reports on the tickets issued to commercial vehicle drivers and carriers. ITSMR conducts annual planning sessions for the interagency MCSAP committee and assists in the preparation of the annual Commercial Vehicle Safety Plan (CVSP) required for the receipt of federal MCSAP funds. ITSMR is also responsible for performing an annual assessment of the program and preparing the Annual CVSP Assessment report for submission to the Federal Motor Carrier Safety Administration.

Project Title: Impaired Driving Research
Sponsor: NYS Governor’s Traffic Safety Committee

Under this project, ITSMR is undertaking studies that focus exclusively on impaired driving. Studies are conducted to meet the need for more in-depth information and data on impaired driving, especially the research needs of New York's Task Force on Impaired Driving. The primary goal of the studies is to provide the information needed to make informed decisions in the design and development of new initiatives that address the problem of impaired driving. Two studies currently being conducted include: 1) a study on recidivism, and 2) a study on the implementation and effectiveness of New York's Aggravated DWI Law, which was implemented in November 2006.
